Air Quality Recovery In Jakarta Province In The Era Of Anies Baswedan: Solutions And Challenges

Abstract
Penelitian ini berfokus pada upaya Pemerintah Provinsi Jakarta di era Anies Baswedan sebagai Gubernur dalam pemulihan kualitas udara. Tujuan dari penelitian ini ialah untuk mengetahui berbagai kebijakan yang dilakukan oleh Pemerintah dalam memulihkan kualitas udara di Jakarta. Metode yang digunakan dibunakan adalah metode penelitian kualitatif dengan pendekatan studi kasus. Data-data yang digunakan yakni melalui media online nasional, artikel ilmiah serta dokumen terkait lainnya. Hasil penelitian menunjukkan bahwa pencemaran udara di Jakarta terutama disebabkan oleh tingginya jumlah kendaraan bermotor. Untuk mengatasi masalah ini, pemerintah menerapkan sejumlah kebijakan, seperti pengendalian transportasi, penerapan pajak karbon, uji emisi kendaraan, dan dorongan terhadap transformasi energi. Meskipun kebijakan tersebut dirancang secara komprehensif, implementasinya menghadapi berbagai tantangan. Tantangan utama mencakup biaya pelaksanaan yang tinggi, terbatasnya infrastruktur pendukung seperti stasiun pengisian kendaraan listrik (SPKLU), serta rendahnya partisipasi masyarakat dalam uji emisi dan penggunaan transportasi umum. Pandemi COVID-19 turut memperburuk keadaan dengan mendorong masyarakat kembali menggunakan kendaraan pribadi. Dengan demikian maka keberhasilan pelaksanaan kebijakan pemulihan kualitas udara di Jakarta membutuhkan dukungan anggaran yang memadai, kesadaran publik, dan kolaborasi lintas sektor.
This research focuses on the efforts of the Jakarta Provincial Government in the Anies Baswedan era as governor in restoring air quality. The purpose of this research is to find out the various policies carried out by the government in restoring air quality in Jakarta. The method used is a qualitative research method with a case study approach. The data used is from national online media, scientific articles, and other related documents. The results show that air pollution in Jakarta is mainly caused by the high number of motorized vehicles. To address this problem, the government implemented a number of policies, such as transportation control, carbon tax implementation, vehicle emission testing, and encouragement of energy transformation. Although the policies are comprehensively designed, their implementation faces various challenges. The main challenges include high implementation costs, limited supporting infrastructure such as electric vehicle charging stations (SPKLU), and low public participation in emission testing and use of public transportation. The COVID-19 pandemic has also worsened the situation by encouraging people to return to using private vehicles. Thus, the successful implementation of air quality recovery policies in Jakarta requires adequate budget support, public awareness, and cross-sector collaboration.
