Triple Helix-Based Collaborative Governance in Handling Violence Against Women and Children in Banjar City

Abstract

Violence against women and children in Indonesia, particularly in West Java Province, continues to rise significantly. While studies on collaborative governance are extensive, in-depth analysis regarding structural barriers in triple-helix synergy at the small local government level remains limited. This study aims to analyze the extent to which the collaborative governance model operates through a triple-helix synergy (government, academia, and business actors) in addressing these cases in Banjar City. Utilizing a descriptive qualitative method with a case study approach, data were gathered through in-depth interviews with ten key informants across various sectors, including the Department of Social Affairs, Women's Empowerment, and Child Protection (Dinsos P3A), the Technical Implementation Unit for Women and Children Protection (UPTD PPA), the Indonesian National Police (Polres), the Department of Health, university representatives, and local entrepreneurs. Data analysis applied the collaboration model by Ansell and Gash (2008). The findings indicate that the government sector has effectively implemented procedural commitments through an integrated referral workflow and the "Gelung Perak" innovation, while academia contributes independently through research and grassroots education programs. However, the involvement of the business sector in the economic recovery of victims remains suboptimal and incidental due to the absence of strict regulations and concrete role distribution within the long-term institutional framework. Furthermore, the lack of an integrated digital data system hinders inter-agency integration and triggers information asymmetry. In conclusion, this pioneering collaboration has only achieved initial progress (small wins). Theoretically and practically, this study enriches the literature on collaborative governance within the context of social protection in regions with limited institutional capacity, while emphasizing that strengthening formal regulations and integrating a single-gate database are imperative for sustainable governance.
