Building a Data-Driven Village: Implementation of Evidence Based Policy in Local Economic Development Planning in Batudaa District

Abstract
In the face of limited public budgets, such speculative decision-making models can no longer be tolerated. This is where the adoption of a new paradigm through Evidence-Based Policy becomes essential, comprising five indicators: (1) Program Assessment, (2) Budget Development, (3) Implementation Oversight, (4) Outcome Monitoring, and (5) Targeted Evaluation. This approach requires that every policy, strategy, and budget allocation for local economic development be grounded in valid data, robust research findings, and empirical facts from the field. This study aims to analyze the implementation of evidence-based policy in Local Economic Development Planning in Batudaa Subdistrict. It employs a qualitative method with a descriptive-analytical approach. The findings show that the local economic development planning process in Batudaa Subdistrict complies with Law No. 25 of 2004 concerning the National Development Planning System (SPPN). However, in terms of substance, the RPJM and Village RKP planning documents are not yet fully supported by adequate data and analysis. The content of these village development planning documents still tends to be identical to that of previous planning periods. Furthermore, there is a lack of innovation among village officials in the planning process, which requires support from regional government leaders. There is also a need to strengthen a more participatory and evidence-based development planning system and governance.
