Susi Pudjiastuti's Transformational Leadership in the Public Service Reform of the Ministry of Maritime Affairs and Fisheries 2014-2019

Abstract
This study analyzes the transformational leadership of Susi Pudjiastuti during her tenure as Indonesia’s Minister of Marine Affairs and Fisheries from 2014 to 2019 and its influence on public service reform in the marine sector. Studies on transformational leadership within Indonesia’s marine bureaucracy remain relatively limited, particularly those examining the relationship between leadership style, public service governance reform, and the strengthening of marine governance. This research aims to identify the characteristics of Susi Pudjiastuti’s transformational leadership based on the dimensions of idealized influence, inspirational motivation, intellectual stimulation, and individualized consideration proposed by Robbins and Judge (2008), as well as to analyze its contribution to improving the effectiveness of public services within the Ministry of Marine Affairs and Fisheries. This study employs a qualitative approach using a literature study method supported by a simplified systematic literature review process through the selection of national journals, international journals, government documents, and relevant policy reports published between 2014 and 2025. The findings indicate that Susi Pudjiastuti’s leadership contributed to bureaucratic reform through strengthening supervision against illegal fishing, improving transparency in fisheries governance, digitalizing licensing services, and reinforcing public service orientation toward small-scale fishermen. However, the implementation of transformational leadership also encountered several challenges, including bureaucratic resistance, political conflicts of interest, and the high dependence of reform sustainability on individual leadership figures. This study contributes to the development of transformational leadership studies in the context of public service reform in Indonesia’s maritime sector and demonstrates that the success of bureaucratic reform is determined not only by leadership characteristics, but also by the institutionalization of organizational culture and the sustainability of public policies.
