Conflict of Interest

CONFLICT OF INTEREST POLICY

Conflicts of Interest (Competing Interests)

A competing interest is any financial, personal, or professional circumstance that could influence, or reasonably appear to influence, the objectivity of research reporting, manuscript evaluation, or editorial decision-making at Hulondalo Jurnal Ilmu Pemerintahan dan Ilmu Komunikasi (HJIPIK). Full disclosure supports appropriate editorial governance and does not, by itself, imply prejudice or misconduct.

  1. COMPETING INTERESTS TO DISCLOSE
  • Financial and Commercial Ties: Employment, consultancy, honoraria, stock ownership, patents, or any commercial interests relevant to the subject matter of public governance and communication science.
  • Funding and Sponsor Involvement: Research grants, institutional sponsorship, and any involvement by financial sponsors in the research design, data analysis, or manuscript submission.
  • Personal and Professional Ties: Close personal ties, student-supervisor relationships, active research collaborations, or deep professional disputes that compromise neutral assessment.
  • Editorial Appointments: Editorial board appointments or institutional ties with HJIPIK requiring independent oversight.

Standard academic disagreement does not constitute a disqualifying conflict. When in doubt, contributors must disclose relevant circumstances to the Editor in Chief.

  1. AUTHOR DECLARATIONS AND FUNDING DISCLOSURE

Every author must disclose financial and non-financial interests. The corresponding author is responsible for submitting a collective disclosure on behalf of all authors:

  • Conflict of Interest Statement: Located at the end of the manuscript immediately preceding the References section. Where no conflicts exist, declare explicitly:

“The authors declare no competing interests related to the research, authorship, or publication of this article.”

  • Funding Disclosure: Provided as a distinct statement identifying funding agencies and grant numbers where applicable. Specify whether the funding source played any role in study design, data collection, analysis, interpretation, writing, or submission. If no external funds supported the work, state:

“This research received no specific grant from any funding agency in the public, commercial, or not-for-profit sectors.”

  1. RESPONSIBILITIES OF EDITORS AND REVIEWERS
  • Reviewers: Must decline or withdraw from an assignment immediately if an undeclared conflict of interest exists with any of the authors or their work.
  • Editorial Submissions: Editorial board members who submit manuscripts to HJIPIK are strictly excluded from managing, reviewing, or making editorial decisions regarding their own work. Such submissions are assigned to an independent handling editor through a strict blind review process.
  1. ASSESSMENT AND UNDECLARED INTERESTS

Disclosed interests will be assessed for relevance and potential impact. Editorial actions may include publishing a transparent statement, ordering supplementary external reviews, or reassigning editorial personnel.

Late or missed disclosures are assessed on a case-by-case basis. Substantive, deliberate omissions will be handled under the journal's Allegations of Misconduct Policy, and retroactive notices will be issued in accordance with standard Corrections procedures.

Policy Boundary & Inquiries:

This policy covers interests directly connected to manuscript processing and research assessment. Inquiries or disclosures should be directed to HJIPIK's official editorial contact.
