Proyek UPL A ND (Pengembangan Sistem Pertanian T erpadu di Daerah Dataran Tinggi) diinisiasi oleh Kementerian Pertanian sebagai upaya untuk mengembangkan sistem pertanian berkelanjutan di daerah dataran tinggi. Kabupaten Banjarnegara di Provinsi Jawa Tengah merupakan salah satu lokasi prioritas program. Dalam implementasinya, program Upland di Banjarnegara difokuskan pada pengembangan komoditas unggulan lokal, seperti kopi dan ternak domba, melalui penguatan kelembagaan petani, peningkatan kapasitas sumber daya manusia, pembangunan infrastruktur pertanian, serta fasilitasi akses pasar dan pembiayaan. Meskipun demikian, dalam implementasinya Program Upland masih menghadapi berbagai kendala, antara lain keterbatasan kapasitas sumber daya manusia petani, belum optimalnya pemanfaatan bantuan yang diberikan, serta tantangan dalam menjaga keberlanjutan program. Kondisi ini menunjukkan perlunya kajian yang lebih mendalam terkait efektivitas pelaksanaan program di tingkat daerah. Penelitian ini menjadi penting karena belum terdapat penelitian yang mengkaji secara komprehensif dampak positif program UPLAND yang berlokasi di Kabupaten Banjarnegara. Penelitian ini menggunakan metode campuran, atau metode mix method, yang menggabungkan pendekatan kuantitatif dan kualitatif untuk mendapatkan gambaran yang lengkap tentang bagaimana Program Upland diterapkan di Kabupaten BanjarnegaraTelah terjadi peningkatan keberlanjutan dalam pertanian dataran tinggi, yaitu produktivitas, pola pikir, lembaga, infrastruktur, dan pendapatan. Program UPLAND telah terbukti meningkatkan pendapatan petani dataran tinggi sebesar 36%. Terjadi peningkatan infrasturktur; jalan usaha tani, irigasi dan gudang produksi. Terjadi peningkatan kelembagaan pada kelompok tani.
