Authorship Criteria
Authorship and Contributorship
Provider Jurnal Ilmu Pemerintahan (PROJIP) requires authorship to reflect substantive scholarly contributions and clear accountability for the published work. Contribution statements must accurately and transparently describe the specific work performed by each author.
1. Eligibility for Authorship
To qualify as an author in PROJIP, an individual must satisfy all four of the following international criteria (aligned with COPE and ICMJE guidelines):
- Substantial Contribution: Make a substantive contribution to the conception or design of the research, the acquisition of field/empirical data, or the analysis and interpretation of findings in the fields of governmental studies, public administration, public policy, or political science.
- Drafting and Revising: Draft the manuscript or critically revise it for significant intellectual and conceptual content.
- Approval: Approve the final version submitted for publication and agree to any substantive revisions during the editorial/review process.
- Accountability: Agree to be personally accountable for their own contributions and cooperate in answering or resolving questions concerning the accuracy or integrity of any part of the work.
All individuals who contributed substantively should be given reasonable opportunity to participate in manuscript drafting, review, and final approval to meet these criteria.
2. Author Contribution Statement
Every manuscript submitted to PROJIP must include an explicit Author Contributions statement (placed before the References section) identifying each author and their specific role. All co-authors must review and agree to this statement prior to submission.
Authors are encouraged to use the standard CRediT (Contributor Roles Taxonomy) or clear narrative descriptions appropriate for research in governmental and social sciences:
- Example / Illustrative Format:
Author A: Conceptualization, methodology, field data collection, and initial draft preparation. Author B: Data analysis, theoretical validation, and critical revision of the manuscript. Both authors reviewed, approved the final manuscript, and agreed to be accountable for their respective contributions.
For single-author manuscripts, the statement must clearly articulate the individual work performed by the sole author.
3. Author Approval and Order
All listed authors must formally agree to:
- The submission of the manuscript to PROJIP.
- The composition and sequence/order of the author list.
- The content of the Author Contribution Statement.
- The designation of the Corresponding Author.
Authors should determine name order collectively based on relative contribution and disciplinary conventions. The journal does not infer the extent of an author’s contribution solely from the order of appearance. Co-first or equal contribution statements may be included when mutually agreed upon by all authors.
4. Corresponding Author Responsibilities
The corresponding author acts as the primary liaison between the author group and the PROJIP editorial office. Designating a corresponding author does not confer sole authority or ownership over the research. Specific responsibilities include:
- Verifying that all eligible contributors are listed and have approved the submission.
- Coordinating accurate author metadata, institutional affiliations, ORCID iDs, and email addresses.
- Relaying reviewer comments, decision letters, and revision requests to all co-authors, ensuring agreed-upon revisions.
- Maintaining active communication and facilitating responses to post-publication inquiries or data/integrity requests.
5. Non-Author Contributors and Acknowledgments
Individuals who contributed to the study but do not satisfy all four authorship criteria must not be listed as authors. Instead, their contributions should be recognized in an Acknowledgments section, provided they have granted permission to be named.
Activities that do not alone qualify for authorship include:
- Acquisition of research funding or grants.
- General administrative leadership, supervision of the department/laboratory, or institutional oversight.
- Routine technical tasks, transcription, language translation, or copyediting.
Any professional writing, proofreading, or translation assistance must be declared in the Acknowledgments along with funding sources.
6. Unacceptable Authorship Practices & AI Usage
PROJIP strictly prohibits unethical authorship practices, including:
- Gift / Honorary Authorship: Including individuals based on seniority, academic status, or personal relationships without meeting contribution criteria.
- Guest Authorship: Adding prominent scholars solely to inflate the manuscript's perceived credibility.
- Ghost Authorship: Omitting individuals who made significant intellectual contributions, or concealing professional writing assistance.
- Authorship Trading / Coercion: Buying, selling, or demanding author placement without genuine scholarly involvement.
Use of Artificial Intelligence (AI):
In accordance with PROJIP's Generative AI Policy, AI tools, LLMs, or software cannot be credited as authors or co-authors because they cannot meet legal/ethical accountability, copyright, or approval requirements. Any assistance provided by generative AI tools (e.g., text refinement, coding, data summarization) must be transparently disclosed in the methodology or acknowledgments.
7. Changes to Authorship
Any request to add, remove, or rearrange author names, or to change the corresponding author, must be formally submitted to the Editor-in-Chief of PROJIP. The request must include:
- The submission title and ID, along with a clear written explanation for the requested change.
- An updated Author Contribution Statement.
- Written confirmation (via email or signed agreement form) from all authors, including the individual being added or removed.
Changes after manuscript acceptance or publication are subject to rigorous scrutiny and will only be implemented under exceptional circumstances in accordance with the journal’s Corrections and Retractions policy.
8. Authorship Disagreements
Authors are expected to resolve all disagreements regarding authorship and name sequence internally prior to submission. The editorial team of PROJIP does not arbitrate internal disputes regarding contribution credit.
If a dispute arises during the review process that cannot be resolved amicably among authors, the editorial evaluation will be suspended until the authors reach an agreement or provide an official determination from their home institution's research ethics committee.
