Electronic Archiving
Electronic Archiving and Digital Preservation Policy
Provider Jurnal Ilmu Pemerintahan (PROJIP) is committed to the permanent preservation, digital safety, and uninterrupted accessibility of the scholarly literature it publishes. This policy outlines the infrastructure, protocols, and planned preservation strategies designed to safeguard published articles, bibliographic metadata, and associated scholarly records against technological obsolescence, system disruptions, or catastrophic data loss.
1. Scope and Core Distinctions
To maintain transparency and adhere to the Principles of Transparency and Best Practice in Scholarly Publishing (COPE, DOAJ, OASPA, and WAME), PROJIP clearly distinguishes among the following preservation and archiving layers:
- Online Issue Archives (Active Dissemination):
Direct, continuous public access to current and previous volumes, issues, and individual full-text PDF articles via the primary OJS platform (https://ejurnal.unisan.ac.id/index.php/projip).
- Internal Electronic Backups (Disaster Recovery):
Routine, multi-site server snapshots and system backups executed under the institutional server administration of Universitas Ichsan Gorontalo. These backups encompass the database (user records, peer review histories, publication metadata) and the file directory (galleys, supplementary materials, and editorial correspondence) to facilitate rapid restoration following technical disruptions.
- Long-Term Digital Preservation (Dark/Permanent Archiving):
Formal arrangements designed to guarantee the enduring integrity and perpetual readability of the published scholarly record in the event that the primary journal platform or the publisher experiences prolonged outages or ceases operation.
- Author Self-Archiving (Repository Deposits):
Permissions governing the deposit of published versions, accepted manuscripts, or preprints into institutional repositories, subject repositories, or academic social networks (governed by the journal's Open Access & Self-Archiving Policy).
2. Preservation Status & External Registries
In the interest of full editorial transparency:
- The persistent assignment of Digital Object Identifiers (DOIs via Crossref) and the indexing of metadata across national indexing databases (such as SINTA, Garuda - Garba Rujukan Digital, and Google Scholar) provide permanent citation resolution and discoverability, but do not substitute for independent, third-party dark archiving.
- PROJIP actively utilizes the native archiving capabilities supported by the Open Journal Systems (OJS) architecture, including the Public Knowledge Project Preservation Network (PKP PN) via the LOCKSS (Lots of Copies Keep Stuff Safe) framework, alongside institutional preservation initiatives managed by Universitas Ichsan Gorontalo.
- The journal strictly refrains from claiming active preservation coverage in external commercial or independent third-party preservation vaults (e.g., CLOCKSS, Portico) until formal integration, automated harvest, and deposit validation have been verified and confirmed.
3. Preservation Planning & Operational Protocols
PROJIP adheres to structured operational measures to ensure that scholarly records remain uncorrupted and perpetually discoverable:
- Content Scope: Preservation routines capture final published galley files (PDF/A standard preferred for long-term rendering), complete machine-readable XML/Dublin Core metadata, supplementary dataset files, errata, addenda, and formal retraction notices.
- Metadata Redundancy: All publication metadata (titles, abstracts, author affiliations, ORCID iDs, references, and license terms) are submitted systematically to Crossref upon issue publication, securing an independent, externally discoverable bibliographic record.
- Contingency & Continuity: In the event that Universitas Ichsan Gorontalo or the editorial office ceases publication of PROJIP, institutional commitments ensure that archival volumes will remain accessible through the university library digital archive/repository or designated national preservation partner services.
4. Author Self-Archiving Policy (Green Open Access)
Authors publishing with PROJIP are permitted and encouraged to deposit their work to enhance reach and preservation:
- Version of Record (Publisher's PDF): Authors may archive the publisher-formatted version in institutional repositories, subject repositories, and personal websites immediately upon publication, provided that explicit credit, full bibliographic citation, and the registered DOI link to the original article on the PROJIP platform are included.
- Accepted Manuscript (Post-print): Permitted for self-archiving in non-commercial repositories without embargo.
