Implementation of the LK3 Service Policy at the Tanjungpinang City Social Service Office in Handling Victims of Violence, 2025–2026

Abstract
This study examines the implementation of the Family Welfare Consultation Institution (LK3) service policy at the Social Service Office of Tanjungpinang City in handling victims of violence. The study is important due to the persistent prevalence of violence cases, particularly against women, and the need for effective protection and recovery services. The aim is to analyze the implementation of LK3 service policy and identify supporting and inhibiting factors. This research uses a qualitative descriptive approach with the policy implementation framework of Edward III consisting of communication, resources, disposition, and bureaucratic structure. Data were collected through interviews, observation, documentation, and literature study, and analyzed qualitatively. The findings show that psychological violence is the most dominant form of case handled, with women as the main victims. Economic factors are the primary cause of violence. The LK3 service process has been implemented through complaint intake, assessment, information provision, case handling decisions, and mediation. LK3 also provides ongoing assistance and recovery services; however, challenges remain, including victims’ psychological conditions, stigma, economic dependence, and limited resources. In conclusion, the implementation of LK3 policy has been carried out but is not yet optimal, requiring strengthening of resources and service capacity improvement.
