Abstract

This study aims to analyze the implementation of collaborative governance in regional development planning in Bolaang Mongondow Regency. A descriptive qualitative approach was employed. Data were collected through in-depth interviews, observation, and documentation between August and October 2026 in Bolaang Mongondow Regency. Five informants were selected purposively, representing the Regional Development Planning Agency (Bappeda), community leaders/local community organizations (LPM), sub-district heads, village heads, and community members involved in the Development Planning Deliberation (Musrenbang) process. Data were analyzed interactively through condensation, presentation, and the drawing and verification of conclusions. The substantive analysis utilizes the collaborative governance model developed by Ansell and Gash, which encompasses initial conditions, institutional design, facilitative leadership, and the collaborative process. The findings indicate that a space for collaboration exists through the tiered Musrenbang process—extending from the village and sub-district levels to regional agency forums and the regency level—with Bappeda serving to coordinate the planning process and bring stakeholders together. However, these formal forums do not yet fully guarantee equal and substantive participation, hindered by limited information and access, disparities in capacity, and the suboptimal involvement of vulnerable groups. A key gap highlighted by this study is the lack of a clear explanation regarding how formal collaborative mechanisms relate to the quality of participation and the follow-up on public aspirations within the context of development planning in Bolaang Mongondow Regency. This article contributes by applying the four dimensions of the Ansell and Gash model to map collaborative challenges, while also identifying the need for transparent follow-up on proposals, inclusive dialogue, and sustained coordination, ensuring that public aspirations are considered more meaningfully in regional planning and budgeting documents.
